Four people have been arrested in connection with the fire.
The fire started at around 3:30 a.m. local time at the 12-story Grand Kartal Hotel in the resort of Kartalkaya.
Witnesses described a horrific scene of people jumping out windows.
Some people were trapped on upper floors and couldn’t escape because of the flames.
The cause of the fire is not yet known. The fire likely broke out in the restaurant section and spread quickly. The distance between the hotel and the city center, as well as the cold weather, made it difficult for firefighters to get to the scene.
Turkish President Recep Tayyip Erdoğan has announced a national day of mourning for Wednesday. The cause of the fire is still under investigation. Those responsible will be held accountable.
